Two employees can work in the same town and receive different salaries even when both describe themselves as government employees. The explanation may be their employer, cadre, pay matrix, allowance eligibility, pension arrangement or simply the month shown on the payslip. The quickest reliable comparison starts with those differences. Beginning with a familiar-looking level number is much more likely to produce an answer that looks precise but uses the wrong rules.
Identify the employment system before the posting
A central-government employee posted in Jammu & Kashmir does not automatically become an employee of the J&K administration. The same distinction applies elsewhere: location alone does not identify the pay rules. Universities, aided schools, local bodies, contractual appointments and autonomous institutions can have their own arrangements. Read the appointment and latest pay-fixation documents, or ask payroll which exact rules and amendments govern the post.
A level number is not a universal salary code
The Central civil matrix and J&K matrix share many familiar amounts, but they are not interchangeable. The Central structure contains levels 1 to 18 including 13A. J&K SRO 193 includes additional state-specific levels such as SL1, 3A, 3B, 6A through 6G, 8A and 10A. Matching a label by appearance can therefore select a different starting basic or miss the actual level entirely.
| Comparison | Central civil | J&K |
|---|---|---|
| Level 9 entry basic | ₹53,100 | ₹52,700 |
| A level near 10 | Level 10 starts at ₹56,100 | Level 10A starts at ₹56,600 |
| Examples of additional J&K levels | Not the same level set | 3A, 3B, 6F, 8A and others |
These examples illustrate why a separate jurisdiction profile matters; they are not a method of converting one employee’s salary into another scale. A person’s actual level may also depend on a specific post upgrade, promotion or protection order. Confirm the prescribed level, then select the amount that corresponds to the employee’s current basic.
Understand what former grade pay can and cannot tell you
Former grade pay is useful when finding the revised level associated with an older pay structure. It is not an extra current allowance to add to the matrix basic. A grade-pay lookup is also not a complete historical pay-fixation calculation: old pay-band pay, applicable conversion rules, dates and subsequent increments can matter. In the Central matrix, the former grade pay of ₹5,400 has separate PB-2 and PB-3 mappings, so the grade-pay number alone is insufficient.
If you know only the current basic, do not force it into the first level that contains that amount. The same basic can appear in several levels at different cells. Use the pay-fixation record to identify the level. A custom-basic field can support a transparent calculation, but it should not invent an official cell or the next increment when the level/cell match has not been established.
Treat DA as a dated rule, not a permanent setting
The J&K order reviewed for the current preset increases DA to 60% from 1 January 2026. That effective date belongs to the order; it is not a promise that 60% is the correct input for every historical or future month. Check any later order and whether the employee is covered. An amount on a payslip can also contain arrears or adjustments that should not be confused with the ordinary monthly allowance.
For example, a DA amount of ₹22,000 against basic of ₹40,000 is equivalent to 55%. That is arithmetic: amount divided by basic, multiplied by 100. It can help explain a slip, but the resulting percentage is not proof that 55% is the approved rate for the selected month. When reproducing an actual amount, preserve its paise rather than repeatedly rounding an equivalent percentage and rebuilding the amount.
Check HRA category and eligibility separately
Central HRA rules use city categories and DA-linked bands, with specified minimums. The J&K order reviewed for its preset sets X/Y/Z rates of 30%, 20% and 10%, effective from 1 January 2024. Do not silently import Central minimums or city boundaries into a different jurisdiction’s order. A location label in a calculator is guidance; exact posting boundaries and eligibility still need the applicable instructions.
- Check whether HRA is payable in the employee’s accommodation situation.
- Use the posting category from the applicable order, not a guess based on city size.
- When the slip contains a fixed HRA adjustment, decide whether you are matching that month’s amount or modelling the normal percentage.
- Keep any no-HRA selection visible in a comparison; zero can be an intentional eligibility choice, not missing data.
Transport allowance is a separate calculation
A higher-transport-allowance city list need not be the same as the HRA city list. The TA base can depend on the level and, in lower levels, the basic-pay threshold. DA may then be added to the TA base. If a slip already gives the combined transport amount, adding DA to that combined amount again overstates salary. Also check whether absence, vacation, official transport or a special entitlement affects that month.
Separate employee deductions from employer contributions
A pension arrangement cannot safely be inferred from a joining-date shortcut alone. Choose the actual arrangement recorded for the employee. An automatic employee contribution, a GPF subscription entered by the employee and a fixed actual deduction are different calculations. Employer contributions are a further separate item; adding them to the amount after deductions makes the result unsuitable as an estimate of money credited.
Income tax, insurance, stamp duty, loans and other recoveries can also differ between otherwise similar employees. When a calculator does not determine tax, enter the relevant monthly deduction or clearly state that tax is excluded. A correct gross salary is not the same as a correctly reconstructed bank credit.
Use a line-by-line comparison when the answer differs
| If this differs | Check first |
|---|---|
| Basic | Employer, level, matrix amendment and selected cell |
| DA | Month, effective date, special-pay basis and arrears |
| HRA | Eligibility, city category, rate and any applicable minimum |
| TA | Base slab, location, DA inclusion and month-specific eligibility |
| Deductions | Employee scheme, actual overrides, tax and recoveries |
Change one assumption at a time and keep the source beside it. This turns a mismatch into a question that payroll can answer: which rule or amount differs? It is more useful than adjusting several percentages until the final figure happens to match. The Teacher Tactics current-pay calculator provides separate Central civil and J&K profiles. Other state profiles are not currently available; use your own applicable pay rules when comparing a state salary.
